Our role

The CDM Regulations 2024 place clear duties on every party to a project. We help you meet them with rigour, without slowing the programme.

From concept design through construction and handover, our certified team works alongside your designers and contractors so that hazards are eliminated or reduced at source, duties are documented, and your project is ready for scrutiny.

FAQ

CDM Regulations 2024: common questions

Answers for clients, designers and contractors working in Malaysia. For more detail, read our CDM Regulations 2024 guide.

What are the CDM Regulations 2024 in Malaysia?

The Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024, known as CDM 2024, came into force on 1 June 2024. They place legal duties for safety and health on clients, designers and contractors, from the design stage through construction to handover.

Who are the duty holders under CDM 2024?

The duty holders are the Client, the Principal Construction Work Designer (PCWD), Construction Work Designers (CWD), the Principal Construction Work Contractor (PCWC) and Construction Work Contractors (CWC). Each has specific duties under the Regulations.

What does the PCWD do?

The PCWD plans, manages, monitors and coordinates health and safety during the pre-construction phase, so that design risks are eliminated or reduced, and information on remaining risks is passed on.

What does the PCWC do?

The PCWC plans, manages, monitors and coordinates health and safety during the construction phase, including coordination between their own sub-contractors, designers and specialists, and reviews residual risks before work starts.

What does a CDM Professional do for my project?

A CDM Professional advises and supports duty holders so the project meets CDM 2024: setting up project arrangements, reviewing design risks, checking pre-construction and construction phase information, and preparing for handover. The CDMS team is certified by DOSH as CDM Professionals.

Do you provide PCWD and PCWC support services?

Yes. We support PCWDs, CWDs and PCWCs with design risk reviews, pre-construction reviews, method approvals and close-out documentation, so each duty holder can demonstrate compliance.

Does my project need to be notified to DOSH?

Projects above the notification threshold, such as those lasting more than 30 working days or exceeding 500 person-days, must be notified to DOSH. Check early whether your project meets the threshold; we can help you confirm it.

Where in Malaysia does CDMS work?

We serve projects across Malaysia, in both West (Peninsular) and East Malaysia (Sabah and Sarawak), including data centres, rail and MRT, high-rise buildings, mixed developments, infrastructure and renewable energy.
